If your memory card or USB drive is showing the file system is RAW this means the partition is corrupt or missing. In order to format the card/USB drive you will first need to create a new partition.
Accessing Disk Utility. RELATED: How to Use macOS’ Spotlight Like a Champ To access the Disk Utility in macOS, just press Command+Space to open Spotlight search, type “Disk Utility” into the search box, and then press Enter. To create a new partition, right-click unallocated or RAW space on the basic disk where you want to create the partition, and then click New Partition (Win XP) or New Simple Volume (Win Vista, 7 and 8). In the New Partition Wizard click Next 3.
To create a newpartitionor logical drive on a basic disk:
Open the computer managment console and on the left side select disk management 1. In theDisk Managementwindow, complete one of the following procedures, and then continue: - To create a newpartition, right-clickunallocated or RAW spaceon the basic disk where you want to create thepartition, and then clickNew Partition (Win XP)orNew Simple Volume (Win Vista, 7 and 8). 2. In the NewPartitionWizard clickNext 3. For the partition or volume size use the default settings which will create a single partition on the card/USB drive. Click Next 4. Assign a drive letter for the card/USB drive. (make sure to select a drive letter not currently being used by another drive) 5. Choose the file system in which you would like to format the card/USB drive. We would recommend FAT32 or exFAT. Click Next 6.Click Finishto complete partitioning and formatting the drive

Unlike internal hard drives, most external hard drives come already partitioned and formatted. However, if you need multiple partitions for your business data, you may need to remove or shrink the existing structure. Windows 7's Disk Management utility allows you to do just that through a simple, graphical interface. During the process, you'll also need to decide on formatting. Using the FAT32 file system will keep the drive compatible with other operating systems, but if you'll only be using the drive in Windows 7, NTFS is a good choice.

Attach your external hard drive to your computer via the USB cable and turn on the device.

Press the 'Start' button, type 'diskmgmt.msc' and press 'Enter.'

Right-click the existing partition on the external hard drive, select 'Delete Volume' and choose to remove the partition. If you already have important data on the drive, select 'Shrink Volume' instead, let Windows choose the maximum amount of shrinkage and click 'Shrink.'

Right-click the 'Unallocated' or 'Free Space' on the external drive and select 'New Simple Volume.'

Enter the required volume size in megabytes in the 'Simple Volume Size in MB' field. Make sure you select a smaller number to leave room for additional partitions, if applicable. To convert gigabytes into megabytes, multiply by 1,024. As an example, 10GB times 1,024 results in 10,240MB. If you only want to create a single additional partition, click 'Next' to use the default, maximum size.

Click 'Next' to let Windows assign an available drive letter.
